Chinese Hospital Issues First Electronic Bill on Blockchain

A hospital in China sent the first electronic invoice to a patient on Monday on its blockchain-based invoice management platform.
Chengmai County People's Hospital, a public hospital in southern China's Hainan Province, is the first hospital to issue and track bills via a blockchain in the province, according to a report by Chinese state media China News Service.
Although Hainan is not the first in China, it is one of the few provinces that have successfully integrated blockchain technology into their public institutions' online management platforms.

The hospital sent bills to so-called "ticket holders" over the phones of its patients. According to the report, patients can review immutable medical and billing records for reimbursement without going to the hospital.
The platform is now only available in the city but is slated to branch out to the rest of the province as the local government focuses on applying blockchain technology to process official documents for other public institutions.
"Building on the pilot projects, we will optimize blockchain-based platforms and move more administrative work down the chain so that government agencies can share information through the same system," said an official from the provincial finance ministry.
The southern Chinese province has a preferential economic policy to lure blockchain companies into opening offices in the province. The provincial capital of Haikou is home to some of China's leading blockchain companies, including Huobi China.

Provincial governments have carried out a number of blockchain innovation initiatives since Chinese President Xi Jinping, in his September 2019 speech, urged the nation to "seize the opportunities" to develop the technology.
The Beijing government unveiled its holistic plan to encourage financial services companies to better serve the capital markets with blockchain technology, while Shanghai added two blockchain projects to its list of 57 high-tech strategically important companies with financial and intellectual support from the city received.
